Summary Description
The Program Informatics Manager (PIM) is responsible for cross-cutting programmatic information management and provision of analysis. The PIM will ensure that data collected are of high quality, present analysis and trends to Programs leadership to improve program quality and decision-making, and support the Programs Design team in programmatic monitoring and evaluation.
The PIM will incorporate data management best practices to inform programmatic planning, implementation, monitoring, and evaluation. In coordination with the Programs Data Management Director, the PIM will be responsible for developing, coordinating, maintaining, and constantly improving the data management systems and processes on board Mercy Ships vessels and within International Programs.

Technical Leadership
- Provide leadership, training, and mentoring in the development of data management systems, mobile data collection tools, data cleaning / validation, data analysis, and other skills required for providing on-time data analysis for measuring the progress and assessing the impact of programs.
- Ensure programs use the necessary technical systems and tools to inform and improve each individual program in the decision-making process, as well as feedback through our Monitoring & Evaluation (M&E) system.
- Participate in the facilitation of Country Engagement Plan (CEP) strategic planning sessions, assisting program director / managers in the development of the specific CEP plans.
Data Management and Analysis
- Develop a robust programs data management system / structure to facilitate timely information updates, data quality assurance, unique beneficiary tracking, sharing of information and learning.
- Develop data analysis templates, and dashboards at the program and CEP level.
- Ensure that the data analysis for all the programs are timely, accurate and high quality.
- Ensure that data collection is strategically and appropriately coordinated and advanced in each program, including the use of electronic data collection and GIS-mapping using mobile devices and online data management platforms.
Monitoring & Evaluation
- Work with the programs team to adopt a holistic CEP-level M&E system to more accurately collect, monitor and verify program activities and ensure they are aligned with specific CEP objectives.
- Provide guidance, recommendations, and leadership to ensure that the M&E systems meet the needs of Programs Managers, and help address shortfalls in M&E and data management that affect program implementation.
- Contribute to program design to ensure adherence to Mercy Ships best practices, including the use of standardized indicators, form templates, and documentation.
- Develop programmatic and operational reporting templates and dashboards that facilitate the acquisition, aggregation and flow of information within International Programs.
- Maintain a comprehensive schedule of International Programs' reporting cycle.
- Ensure that programs reports are timely and contain accurate, clear, and high-quality data.
Capacity Building and Mentoring
- Build the capacity of all relevant team members to develop and maintain excellent data management systems, including regular reflection and analysis of programmatic data.
- Support the strategy that promotes a culture of learning through systematic analysis and reflection of programmatic data.
Internal and External Coordination
- Act as a liaison to fellow Programs Informatics Managers in a multi-ship environment.
- Maintain close working relationships with the IS, HR, and Finance departments within Mercy Ships, as well as Mercy Ships partners.
- Stay current on the latest trends, technologies, tools, applications, research, and analytics applicable to the programmatic work of Mercy Ships.

- Position requires some travel. It includes, but is not limited to traveling to Africa.

Education and Experience
The requirements listed below are representative of the education and / or experience required.
- A Bachelor's degree, preferably in data science, economics, social / health sciences, international development, mathematics, computer information systems, computer science, or other relevant field required.
- Demonstrated understanding of advanced statistics and ability to summarize and make predictions from multiple data sets.
- Experience with practical and theoretical information management systems and quantitative data analysis.
- Experience with data management including the ability to structure and collate data sets for ease of analysis.
- Experience with any of the following tools: REDCap, Qlik Sense, Microsoft PowerApps/Forms/Dynamics 365, SQL, Python, R.
- Previous experience living and working on a Mercy Ships vessel is preferred.
- Successful completion of Mercy Ships Entry Training will be required within the first year.
